Preface

Admission authorities must have usually determined their admissions arrangements for entry in September 2020 by Spring 2019. They must publish them on their website and have sent a copy to their local authority before 15th March. Given the proposed change in Sponsor at Hillsview Academy, these arrangements are being consulted on now ahead of this change of which the local authority and the Department for Education are aware.

As an academy, we are our own admissions authority and as such must ensure that:
1. consultation lasts for
a. a minimum of 6 weeks for the proposed PAN reduction, and must take place between 13 May and 24 June 2019; and
b. a minimum of 4 weeks for the related proposed reduction in capacity, and must take place between 27 May and 24 June 2019

2. we consult with:
a. parents of the children between the ages of two and eighteen;
b. other persons in the relevant area who may have an interest in the proposed
changes;
c. all other admission authorities within the relevant area;
d. the local authority

3. for the 6 week duration of the consultation period, a copy of our full proposed admission arrangements (including the proposed PAN) is published on the current Hillsview Academy website together with details of the person within the admission authority to whom comments may be sent and the areas on which comments are not sought.

4. send upon request a copy of the proposed admission arrangements to any of the persons or bodies listed above inviting comment.


Proposal

To decrease the published admission number from 190 to 150 students and in so doing reduce the capacity for years 7-11 from 950 to 750 pupils.

Although the Regulations and Code of Practice relating to school admissions no longer require an admissions authority to consult when maintaining or increasing a school’s PAN there remains a requirement to consult when the proposal is to reduce a PAN. Similarly there is a requirement to consult on proposed reductions in capacity. Hillsview Academy, as the admissions authority, is seeking comments on the proposed changes.


Background

The building was originally designed and built under a PFI contract which opened in September 2014. The academy was established as a result of a merger between Eston Park and Gillbrook academies on the Gillbrook site. The area set aside for dining in the academy is not large enough, particularly as it is simply the intersection of several corridors. The academy has attempted to address this lack of enough space by introducing a split lunch, that takes over a longer period of time of 90 minutes. This involves staggering lunch, so around a third of the students have a 30 minutes lunch within their allocated time, whilst the remaining students are still in lessons. Lunch rolls through in this way, to ensure that all students are served promptly and can be seated, and eat in a calm, civilised manner for the
remainder of the lunch time. There is a split break/VMG tutor time so only half the school are on break at a given time, and therefore more are able to access the break-time catering arrangements and be sheltered in wet weather. This is still not ideal as the dining space is limited, and the size of the existing changing rooms is also a limiting factor to the capacity of the building.


Specifics of the proposal

Hillsview Academy proposes to reduce the published admission number of the academy from 190 – 150 with effect from entry into Year 7 from September 2020. This means the number of places available for children in Year 7 in September 2020 and all subsequent Year 7 cohorts – will be 150. For children who already have a place at the school in other year groups there will be no change; the admission number for all other years remains at 190. As a result the capacity of the academy for years 7-11 will ultimately reduce from 950 to 750. The limited capacity of the school building is the sole factor in deciding to consult on this proposal. Comments are sought only in relation to the proposed change of the published admission number and the related reduction in overall capacity, and not any other aspect of the admissions arrangements.

Hillsview Academy follows the Redcar & Cleveland Borough Council Local Authority Agreed School Admissions Arrangements and will continue to do so. The latest copy of this document is available on the academy website. We will follow any dates published by local authority 2019-2020.


How to Respond

The consultation on the PAN reduction will run from 13th May 2019 to 24th June 2019, and on the related capacity reduction from 27 May 2019 to 24 June 2019. You are invited to submit comments in writing about the proposal above to: The Principal, Hillsview Academy, Normanby Road, Southbank, Middlesbrough, TS6 9AG. Please send any comments by 24 June 2019. Following the consultation period the Academy Council will consider any comments received and how to proceed. Admission arrangements for September 2020 will be determined following the
consultation and will be confirmed by 1 July 2019. Any subsequent objections would need to be made to the Office of Schools Adjudicator.
